An MoU has been signed by National Medicinal Plants Board (NMPB) with major Ayush and herbal industry bodies for promoting medicinal plant cultivation:

  1. Association of Manufacturers of Ayurvedic Medicine (AMAM)
  2. Ayurvedic Drug Manufacturers Association (ADMA)
  3. Ayurvedic Medicine Manufacturers Organisation of India (AMMOI)
  4. Association of Herbal and Nutraceutical Manufacturers of India (AHNMI)
  5. Federation of Indian Chambers of Commerce & Industry (FICCI)
  6. PHD chamber of commerce and Industry (PHDCCI)

The information that has been received from the National Biodiversity Authority, Government of India has enacted the Biological Diversity Act, 2002 for the regulation of the access to biological resources and/or associated knowledge for specific activities that the user of the biological resources needs to share the advantages in an equitable and fair manner with the provider of the biological resources.

Ayush industry owners/extract manufacturers/exporters, etc. for participation in the cultivation of medicinal plants with a pre-decided price, buy-back agreement, and volume. They will share cultivation costs on the terms that are agreeable to the parties, clusters, farmers, industry owners, etc. 

Presently, the Ministry of Ayush is  Centrally Sponsored Scheme (CSS) of the National Ayush Mission (NAM).  Under the ‘Medicinal Plants’ component of the NAM scheme supporting market-driven cultivation of prioritized medicinal plants in identified clusters/zones within selected districts of States and deployed in a mission mode across the country. As per the scheme guidelines, the support is offered for:

  1. Post-harvest management with forwarding linkages.
  2. Cultivation of prioritized medicinal plants on farmer’s land.
  3. Establishment of nurseries with backward linkages for raising and supply of quality planting material.
  4. Primary processing, marketing infrastructure, etc. 

Under this scheme, subsidy at the rate of  75%, 50%, and 30% of the cost of its cultivation is offered for the cultivation of 140 prioritized medicinal plants on farmer’s land.

The National Medicinal Plants Board (NMPB), Ministry of Ayush, Government of India have launched a “Voluntary Certification Scheme for Medicinal Plants Produce (VCSMPP)” on 22nd November 2017 to boost the Good Agricultural Practices (GAPs) and Good Field Collection Practices (GFCPs) in medicinal plants. The VCSMPP will expand the availability of the certified quality medicinal plants' raw material within the country and also solidify their export and amplify India’s share in the global export of herbs.
